Why it matters

The Premier League's KMI panel helps maintain the quality of the game by reviewing refereeing decisions. The Premier League established its Key Match Incidents (KMI) panel four years ago, the purpose of which is to review major decisions that occur during matches. This panel meets every week and important decisions such as goals, penalties and red cards are discussed. The KMI panel was established by Premier League clubs in 2022 to take performance statistics out of the authority of referees. This panel does not view every incident in the same way as a fan or manager does. It focuses on the laws of the game and how Premier League games should be refereed.

Therefore, the list of mistakes will not be as extensive as supporters hope. The KMI panel first considers the decision of the on-field refereeing team, then the decision of the VAR (Video Assistant Referee). Since VAR acts to a high standard – clear and unambiguous – at times the KMI panel may say that the referee was wrong, but VAR did not need to intervene. To understand this process, let's say a referee awards a penalty that many people disagree with. Still, some people may also say "but I can see why he gave it up". This is the case when you will find 'wrong on-field, but right on VAR standards'. The KMI panel also considers other yellow cards that were missed or shown incorrectly.

KMI panel results are released a week after each meeting, and final match results follow approximately 10 days later. Decisions are used in other ways as well. Each event is accompanied by a difficulty level, the results of which are used to create a merit table for Premier League referees. Effectively, this creates a performance table that determines each referee's pay bonus.

The officials involved will get only a nominal additional payment. Additionally, these findings help identify areas for further discussion, such as relaxing the definition of red cards for hair pulling for this season.

The KMI panel consists of five members, but it is not the same members every week. The Premier League is keeping the identities of those individuals under wraps, but we do know that each panel consists of three former players and coaches, as well as a representative from the Premier League and Pro Refs (professional game referees). By changing the members involved every week, the Premier League believes this maintains fairness in decisions.

The Scottish Football Association had set up a similar panel in September 2024, but decided to discontinue it at the start of this season. This was because the clubs refused to send representatives to join the review.

What will happen next

The KMI Panel meets every week, and its decisions impact on the performance of Premier League referees. The results released by the panel are used to create a merit table of referees, providing guidance towards their development and improvement. Furthermore, this process helps to raise the standards of refereeing in Premier League games.
