A historic agreement has been reached between FIFA and FIFPRO, the global players' union. The main purpose of this agreement is to involve players, clubs and leagues in global football decisions. FIFA will no longer be able to unilaterally intervene on issues of player welfare, transfer system and health protection.

Under this agreement, new rules will be created through social dialogue and consensus. The new rules state that these rules reflect a common agreement between players and their unions and representatives of clubs and leagues.

Additionally, such practices against players who are excluded or forced to practice separately would be considered abuse and could constitute a justifiable reason to terminate the contract. Clubs will also be banned from excluding players from group practice, withholding their passports or evicting them from club-provided accommodation.

In such cases, players will be entitled to compensation equal to the remaining salary under the contract. Additionally, if the situation is serious, the player will also have the right to demand an additional six months of salary under the contract.

The penalties for clubs have also changed. First-time violations will result in a warning and fine, while second-time violations will attract higher fines and a limit of five purchases. If violated for the third time, the market will be banned. Earlier, this penalty was applicable for the fourth violation.

Other benefits for players include participation in transfer costs for players who earn up to 150,000 euros annually. He will be given 5% of the transfer value. For overseas players, the interest rate applicable on salary delay will increase from 5% to 8% per annum. However, FIFA remains in full control of the international calendar.
